What You Will Do:
Under the leadership of the Chief Strategy Officer and in collaboration with the VHS Director of Marketing and Communications, the Director, Government Relations and Public Affairs oversees the development and implementation of government relations and advocacy agenda to influence local, state, and national governmental and elected officials on matters related to the Valley Health System mission and vision. The director collaborates with system leaders to identify legislative and regulatory opportunities and threats to the organization, analyzes their impact, ensures the timely development of policy positions on legislative issues, develops and leads strategic initiatives to advocate for and achieve desired results. Additionally, the director identifies, cultivates, and manages state and community relationships and alliances that support and enhance the organization’s ability to achieve its strategic goals and objectives.
Oversees the development and implementation of government relations agenda to influence national, local and state public issues related to Valley Health System’s mission and vision. Ensures government relations initiatives and strategies are aligned with the goals and objectives of the organization. Develops, leads, and manages strategic initiatives to protect, promote and enhance Valley Health’s government relations interests by influencing the legislative and regulatory process. Supports and advances Valley Health’s government relations and advocacy agenda at the federal, local, and state levels. Proactively monitors and evaluates industry trends including political, legislative, and regulatory developments that may impact the mission, priorities, and goals of Valley Health System. Anticipates/identifies legislative opportunities and threats of importance to the organization, analyzes their impact, and develops corrective action plans as necessary. Develops strategies to effectively influence outcomes on relevant matters, recommends course of action which adapt to the changing federal and state legislative activities, drafts proposed legislation, regulations and amendments, and ensures the timely development of policy positions on legislative issues. Establishes relationships and actively collaborates with leadership, legal, compliance, other subject matter experts and internal health care stakeholders to identify risks, benefits, and impacts of potential legislation and to develop policy positions on identified key health care policy issues. Coordinates efforts and initiates discussion and development on new or emerging issues of interest to Valley Health System. Keeps informed on all federal and state legislative issues impacting the organization. Provides counsel to leadership regarding state statutes, regulations, court opinions, administrative procedures, and legal proposals. Collaborate in the planning and execution of internal communication processes and strategies ensuring key leaders, physicians, managers and employees are informed in a timely manner about important proposed or adopted legislation, regulations, and trends. Formulates and directs the preparation of legislative advocacy materials including legislative testimony in support of the organization’s positions and prepares witnesses for participation in legislative hearings. Creates and maintains strategic relationships with state healthcare associations that support and enhance the organization’s ability to achieve its strategic goals and objectives. Ensures that advocacy positions and activities are aligned with the organization’s position to fully leverage the current and potential value of these relationships. Serves as a spokesperson for and represents Valley Health on government relations matters before elected and public officials as well as state and local government commissions, taskforces, business leaders, and other influential members of the community. Participates in public policy meetings, industry associations, and coalitions. Develops and maintains relationships between Valley Health leadership and key governmental and community stakeholders. ?Identifies and assists with securing funding from federal, state, and county agencies that support strategic priorities and efforts of Valley Health. Understands and models Valley Health’s mission, vision, and values.
What You Will Bring:
Bachelor’s Degree in Public Policy, Health Administration, Political Science or related field required
Master’s Degree preferred
4-10 years experience with state and federal legislation and knowledge of local, state, and federal government regulatory processes/initiatives. Health care policy experience preferred.
