Salary range: $ 91,329 - $ 130,751 annually

 

The Minnesota Department of Veterans Affairs (MDVA) is a cabinet level state agency dedicated to serving Veterans and their families by assisting them in securing state and federal benefits. MDVA has two major divisions each headed by a Deputy Commissioner who reports to the MDVA Commissioner.

The Veteran’s Healthcare Division operates five (5) Veterans Homes located throughout the State and is responsible to provide quality care services for Veterans and qualified spouses. The Homes offer a wide continuum of care, including domiciliary, skilled nursing, rehabilitation, dementia/Alzheimer, and an Adult Day Care program. Each Home is managed by a licensed Nursing Home Administrator. These Administrators along with the Divisional Senior Director report directly to this position.

The MDVA operates on a biennial budget cycle which consists of State general funds, Federal Funds, miscellaneous revenues and donations. The Healthcare Division’s biennial budget is $193 million; it employs about 1300 staff working throughout the State.

Position Responsibilities/Requirements

Leadership - Motivate, inspire, and lead people in a direction consistent with the Minnesota Department of Veterans Affairs strategic plan and core values. Embrace resident-directed care in a quality-focused environment.

Compliance - Ensure all facets of governing and regulatory compliance for five (5) Veterans Homes located throughout Minnesota.

Partnerships/Representation - Represent the interests of Minnesota Veterans and their families at the Federal, State, regional and community levels, including the U.S. Congress and Minnesota Legislature. Foster positive working relationships and partnerships with many constituent groups that touch Veterans communities and with a variety of interested stakeholders.

Communications/Media Relations - Serve as a chief media spokesperson for the MDVA and as an advocate for Minnesota Veterans in health care-related issues.

 

Qualification Requirements

 

  • Must be a mission-driven experienced leader who can embrace the vision and values of the MDVA, including person/Veteran-directed care in a quality-focused environment.
  • Must have at least seven (7) years of progressively responsible health care administrative experience and at least five (5) years of high level supervisory, managerial/director experience.

      Must have knowledge of:

  • healthcare-related regulations and compliance requirements.
  • reimbursement process, budgeting concepts, funding sources and opportunities.
  • governmental and legislative processes.

      Must have ability to:

  • build rapport with many constituent groups and instill trust and confidence.
  • promote the mission and vision of the MDVA by supporting, guiding and empowering others.
  • effectively manage a multi-million dollar budget.
  • effectively oversee large construction and capital improvement projects.
  • develop a strategic plan and drive changes to achieve defined goals.
  • Must be precise, polished and articulate in oral and written communications to represent the needs and desires of Veterans, their families, the MDVA, and other stakeholders.

Must be of high moral character and integrity and lead by example.
