Overview

The Corporate Compliance Officer ensures adherence to healthcare regulations, including HIPAA, HITECH, Medicare/Medicaid requirements, ACA provisions, and other healthcare-specific compliance obligations.

Responsibilities

Program Development & Management

  • Design, implement, and maintain a comprehensive healthcare compliance program
  • Create and manage annual compliance work plans with measurable objectives
  • Develop and maintain compliance policies, procedures, and standards of conduct
  • Chair the Executive Compliance Committee and coordinate regular meetings
  • Establish compliance monitoring and auditing systems
  • Maintain compliance hotline and other reporting mechanisms
  • Manage planning and coordination for outsourced internal audit firm

 

Regulatory Compliance & Privacy

  • Ensure organizational compliance with HIPAA Privacy and Security Rules
  • Serve as the HIPAA Privacy Officer and coordinate with Security Officer
  • Monitor patient rights compliance, including access to records and consent requirements
  • Oversee release of information processes and procedures
  • Conduct privacy impact assessments for new technologies and processes
  • Review and approve Business Associate Agreements
  • Manage breach notification processes and reporting

Clinical & Operational Compliance

  • Monitor clinical documentation for compliance with regulatory requirements
  • Oversee medical necessity and utilization review processes
  • Ensure compliance with conditions of participation for Medicare/Medicaid
  • Review and monitor provider arrangements for Stark Law compliance
  • Oversee compliance aspects of clinical research programs
  • Monitor emergency medical treatment (EMTALA) compliance
  • Review marketing & advertising materials for compliance

 

Training & Education

  • Develop annual compliance training calendar
  • Create role-specific compliance training programs
  • Conduct new hire compliance orientation
  • Provide specialized training for high-risk areas
  • Track and document all compliance training completion
  • Develop compliance newsletters and updates
  • Create awareness campaigns for key compliance issues

 

Auditing & Monitoring

  • Develop and implement annual audit plans
  • Conduct regular audits of high-risk areas including:

Medical billing and coding
Clinical documentation
Quality metrics reporting
Provider credentialing
Pharmacy operations
Laboratory services

  • Perform regular sanction screening of employees and vendors
  • Monitor excluded provider lists and take appropriate action

Investigation and Reporting

  • Lead investigations of reported compliance concerns
  • Develop corrective action plans and monitor implementation
  • Prepare quarterly compliance reports for Board and senior leadership
  • Manage external audit processes and regulatory surveys
  • Coordinate responses to government investigations
  • Report compliance metrics and trending data
  • Document all compliance activities and outcomes

Risk Management Integration

  • Collaborate with Risk Management on incident reporting
  • Participate in root cause analyses
  • Assist in the development of risk mitigation strategies
  • Review patient safety events for compliance implications
  • Coordinate with Quality Department on performance improvement initiatives

Vendor and Business Relations

  • Review and approve vendor contracts for compliance requirements
  • Monitor physician arrangements and compensation
  • Oversee conflicts of interest disclosure process
  • Review marketing arrangements and patient inducement issues
  • Monitor referral relationships for compliance with Anti-Kickback Statute

 

Qualifications

  • Proficiency in healthcare compliance software

Education & Experience

Required

  • Bachelor's degree; Master's or JD preferred
  • 8+ years in healthcare setting
  • 5+ years management experience in healthcare setting
  • In-depth knowledge of healthcare regulations and standards:
  • HIPAA/HITECH
  • Stark Law
  • Anti-Kickback Statute
  • False Claims Act
  • Medicare/Medicaid regulations
  • Joint Commission standards

Preferred Qualifications

  • Healthcare compliance certifications (CHC, CHPC, or CHRC)
  • Clinical background (RN, MD, or similar)
  • Experience in hospital or large healthcare system
  • Background in healthcare risk management
  • Knowledge of quality management systems
  • Experience with CMS reporting requirements
