ACNO - Safety and Quality

Department Description: The BIDMC Nursing Mission is to build on a legacy of nursing excellence by caring with compassion, advancing the art & science of nursing, and advocating for the health of patients, families, and communities. The Associate Chief Nurse assumes responsibility for the planning, priority setting, coordination and evaluation of programs of overall clinical operations, nursing care, education and research for the designated clinical department. Participates with other administrators in policy development, long range planning and priority setting for the institution, as well as, the Nursing Services.The Associate Chief Nurse for Safety and Quality is responsible for the identification, planning, implementation and evaluation of special projects within Patient Care Services. These projects may be related to ensuring institutional compliance with regulatory and accreditation requirements, maximizing quality and safety of patient care, improving patient satisfaction or reengineering of work flow to ensure maximum efficiency and effectiveness of staff. Collaborates and participates with other services and departments within the Medical Center in the planning, implementation and evaluation of process improvements. Develops departmental infrastructure to ensure a constant state of readiness for surveillance by regulatory and accrediting agencies. Provides necessary departmental support during and follow up after surveys by the Joint Commission, the Department of Public Health, etc. Provides leadership that supports medical center and departmental policies and goals and influences change in the health care delivery system. Responsible for departmental data analysis and oversight of data reporting to internal and external agencies.

Job Summary: The BIDMC Nursing Mission is to build on a legacy of nursing excellence by caring with compassion, advancing the art & science of nursing, and advocating for the health of patients, families, and communities. The Associate Chief Nurse of Quality and Safety assumes overall responsibility for the planning, priority setting, coordination and evaluation of programs of care, education and research for the designated clinical department(s). Effective management of human, fiscal and material resources is inherent in this role responsibility. Participates with other administrators in policy development, long range planning and priority setting for the institution, as well as, the Nursing Services.

Essential Responsibilities:

    1. Supports the guidelines for the delivery of care, treatment and services. Develops an organizational plan for the designated clinical department consistent with the scope of service.
    2. Provides leadership for Nursing Informatics, the Emergency Cardiac Care Program, and the Patient Education materials program.
    3. Responsible for the identification, planning, implementation and evaluation of special projects within PCS. These projects may be related to ensuring institutional compliance with regulatory and accreditation requirements, maximizing quality and safety of patient care, improving patient satisfaction or reengineering of work flow to ensure maximum efficiency and effectiveness of staff.
    4. Provides consultation to clinical nurses, nurse directors, other advanced practice nurses, and other health care professionals in process improvement initiatives. Acts in QI Director Role for the Department of Nursing. Facilitates case review to identify root cause of events as well as development and implementation of improvement plan.
    5. Works in collaboration with Health Care Quality and other Directors of Operations to create a streamlined approach to continuous improvement for all aspects of the organization. Facilitates interdisciplinary teams and provides expert performance improvement guidance and mentoring to individuals and teams
    6. Provides oversight to the Professional Nursing Practice Council to ensure Nursing Manual policies, guidelines and skills checklists are updated in a timely fashion. Provide oversight around the timely uploading of revisions to ensure current policies are available to clinical staff.
    7. Develops departmental infrastructure to ensure a constant state of readiness for surveillance by regulatory and accrediting agencies. Provides necessary departmental support, guidance and direction to the department in preparation for and during surveys by the Joint Commission, CMS and the Department of Public Health, etc.
    8. Facilitates the development, implementation and monitoring of improvement plans related to any deficiencies found during surveys. Selects appropriate interdisciplinary partners to collaborate on projects to accomplish specified goals.
    9. Has the authority to direct and support managers with functional area responsibilities. Has the direct responsibility to undertake the following employment actions: hiring, termination, corrective action and performance reviews. Direct Reports: 4-6 Indirect Reports: 6-10
    1. Has full responsibility for planning, monitoring and managing department budget.

Required Qualifications:

  1. Bachelor's degree in Nursing, Business Administration, Healthcare Finance or Hospital Administration required. Master's degree in Nursing, Business Administration, Healthcare Finance or Hospital Administration preferred.
  2. License Registered Nurse required.
  3. 8-10 years related work experience required and 5-8 years supervisory/management experience required
  4. Extensive knowledge of health care operations/project management. Experience and working knowledge of quality improvement concepts, tools and outcomes as well as work redesign planning and implementation. Demonstrated expertise as a change agent and leader.
  5. Demonstrated analytical and quantitative skills. Extensive information management and presentation skills.
  6. Advanced skills with Microsoft applications which may include Outlook, Word, Excel, PowerPoint or Access and other web-based applications. May produce complex documents, perform analysis and maintain databases.

  6. Knowledge: Ability to demonstrate broad and comprehensive knowledge of theories, concepts, practices and policies with the ability to use them in complex and/or unprecedented situations across multiple functional areas.
  7. Team Work: Ability to lead and direct multiple collaborative teams for large projects or groups both internal and external to the Medical Center and across functional areas. Results have significant implications for the management and operations of the organization.
  8. Customer Service: Ability to lead operational initiatives to meet or exceed customer service standards and expectations in assigned unit(s) and/or across multiple areas in a timely and respectful manner.

Employees in this job must be competent to provide patient care to the following age groups: Neonatal:Birth to 6 months, Youth: 6 months to 16 years, Young adult: 16-30 years, Middle Age: 30 - 60 years, Elderly: 60 -.
Physical Nature of the Job:
Light work: Exerting up to 20 pounds of force frequently to move objects. Some elements of the job are sedentary, but the employee will be required to stand for periods of time or move through out the hospital campus
